The new document establishes uniform recommendations for member countries regarding the timelines for the issuance and validity of special permits, as well as the forms of applications and information that must be included in them. In particular, EAEU states must adhere to the following timelines:
- the time for issuing a special permit must not exceed six working days;
- the validity of the permit must be limited to one calendar year.
Arzybek Kozhoshev, Minister of Energy and Infrastructure of the EEC, emphasized that the implementation of these recommendations will simplify the process of obtaining permits for carriers and help reduce their costs within the framework of transport and logistics and control procedures.
Until March 10, 2026, the requirements for obtaining special permits for the transit or transportation of hazardous goods were regulated at the national legislation level, which created logistical difficulties, increased administrative costs, and often caused delays at borders.
