The Ministry of Finance Implements International PEFA Standards in Budget Management
The Ministry of Finance of the Kyrgyz Republic held a training seminar today dedicated to preparing for the national assessment of public financial management based on the PEFA 2016 methodology.
As noted by representatives of the ministry at the beginning of the event, Ruslan Suynaliev, the First Deputy Minister of Finance, emphasized that the PEFA methodology, developed with the participation of organizations such as the World Bank, the International Monetary Fund, and the European Commission, is a widely recognized international standard for assessing budget processes.
He added that the assessment planned for 2026 is particularly important in light of the significant increase in financial indicators: preliminary data for 2025 suggests a budget surplus of 2.5% of GDP, an increase in the consolidated budget to 55.7% of GDP, and more than a threefold increase in tax revenues since 2021.
According to Ruslan Suynaliev, the expansion of the resource base requires improvements in the quality of financial management, and the PEFA-2026 assessment will help objectively confirm the results achieved and identify priorities for further reforms. This will be the fifth national assessment, continuing the practice of systematic monitoring that began in 2006.
To implement this assessment, the European Union has engaged the international consulting firm LINPICO SARL. Suynaliev urged government agencies to ensure the timely provision of information and active cooperation with the expert group, highlighting the importance of open and responsible interaction.
The seminar was organized for participants to gain practical familiarity with the PEFA 2016 methodology, the structure of indicators, and the requirements for preparing reporting materials.
