In Bishkek, changes are planned to the procedure for purchasing land for the construction of apartment buildings. A draft resolution of Bishkek concerning the procedure for the acquisition of land plots, which were previously leased on a temporary basis for design and construction, has been submitted for discussion.
The city hall stated that the need to update the municipal regulatory framework is dictated by the new edition of the Land Code of the Kyrgyz Republic. This update particularly concerns the issues of purchasing land plots that were previously provided for temporary use.
The proposed document contains several innovations, including the requirement for a pledge agreement as a condition for purchase. It also provides for the possibility of acquisition through the transfer of 10% of residential premises in new high-rise buildings to the ownership of the municipality. The approval of the methodology for calculating the purchase price of land plots is also included in the draft.
