According to Takirov, this decision was made by the government of the Russian Federation in 2025. It aims to strengthen control and monitoring of goods flows in the EAEU countries.
“This system is already actively used by other member states of the Union. Considering that Russia is our main trading partner, it is important to understand that the introduction of this system will have a direct impact on our exporters. A key point is that the SPOT system requires the presence of a consignee,” he noted.
The head of the center also added that the system will begin operating in pilot mode from April 1, and its full launch is scheduled for July 1, 2026.
“Exporters and shippers should keep in mind two main aspects. First, there will need to be documents confirming the receipt of goods. Second, a security payment will need to be made. The form for this can be found in the system of the Federal Tax Service of Russia. The consignee registered in this system is required to create the necessary document and make the security payment,” Urmat Takirov clarified.
He also explained that the amount of the security payment is determined based on VAT and excise duties indicated in electronic invoices and must be paid by the Russian partner into a special account of the Federal Tax Service of the Russian Federation.
“The document confirming the receipt of goods must be prepared, and the payment must be made at least two days before delivery. If the cargo is sent to Russia without a QR code confirming payment and the presence of a transportation document, mobile groups have the right to turn it back at the border. We strongly recommend that entrepreneurs work out these issues in detail with their partners in Russia to comply with the new requirements,” he concluded.
