During the meeting of the Jogorku Kenesh, the deputies discussed the draft law concerning the "Ratification of the Temporary Trade Agreement between the Eurasian Economic Union and its member states, on one side, and Mongolia, on the other side," which was signed on June 27, 2025, in Minsk, Republic of Belarus. This discussion took place in the second reading.
The draft law was initiated by the Cabinet of Ministers of the Kyrgyz Republic.
The information about the project was presented by Elvira Surabaldiyeva, the chairperson of the committee on international affairs, defense, security, and migration.
The signed agreement was formalized in accordance with the norms of the EAEU, legal acts of the member states of the union and Mongolia, as well as the rules of the World Trade Organization. In accordance with Article 11 of the Law of the Kyrgyz Republic "On International Treaties of the KR," this document was submitted for ratification procedures necessary for its entry into force.
Additionally, the parliament also reviewed and approved the draft law "On the Ratification of the Protocol on Amendments to the Nakhchivan Agreement on the Establishment of the Cooperation Council of Turkic-Speaking States," which was signed on November 11, 2022, in Samarkand, in the third reading.
The ratification of this protocol includes a reservation set out in Article 1 of the draft law. In particular, it is noted that the ratification of amendments to Article 16 of the Nakhchivan Agreement, concerning the granting of observer status to entities within the Organization of Turkic States, will not be perceived by the Kyrgyz Republic as recognition of these entities as states or other international subjects. This proposal is aimed at ensuring compliance with domestic procedures for the protocol to enter into force and consolidating the position of the Kyrgyz Republic regarding observer status within the Organization of Turkic States.
