Pasture committees were not subordinate to either local authorities or the akim, - Ministry of Agriculture

At the meeting of the committee of the Jogorku Kenesh, which is responsible for agricultural policy, water resources, subsoil use, ecology, and environmental protection, held on February 23, Deputy Alisher Kozyuev raised the issue of the need to improve the condition of pastures.
He noted that significant funds amounting to millions had been allocated for the creation and development of the pasture committee [Zhayit committee].

“Has this committee met the expectations placed upon it?” he asked.

In response, Deputy Minister of Agriculture Zhanibek Kerimaliev explained that the pasture committee was established in 2009, and there was a need for it at that time; however, it is no longer relevant now.

According to him, most pasture committees have not demonstrated their effectiveness.

“Previously, pasture committees were not subordinate to local authorities and akims, as their status was non-governmental. The Audit Chamber monitored their activities but had no power to influence them,” he added.

The deputy minister also reported that reforms are currently underway, under which pasture committees will be subordinated to akims.

During the meeting, information was discussed regarding a draft agreement on financing the initiative "Development of Livestock and Market-3" between the Kyrgyz Republic and the International Fund for Agricultural Development.
