The Ministry of Finance will unify portals for procurement by budgetary and non-budgetary organizations
“Currently, we have two separate platforms for electronic procurement, and we are considering the possibility of merging them into one. We have prepared a draft law with amendments, which has already passed its first reading in the Jogorku Kenesh,” the minister noted.
Information:
Currently, there are two government portals for conducting procurements:
1) The electronic state procurement portal of the Kyrgyz Republic, where announcements about procurements from state and municipal institutions (ministries, agencies, local authorities, social sphere institutions) are posted;
2) The procurement portal for state enterprises and economic societies, where more than 50% of the shares are owned by the state (state companies).
State Assignment
According to the new amendments to the law on public procurement, a state assignment is considered an order financed from the republican and local budgets, aimed at fulfilling key state tasks that contribute to socio-economic stability and cultural development.
State assignments may include orders in the following areas:
1) Culture and tourism, protection and use of historical and cultural heritage sites;
2) Education, science, and healthcare;
3) Organization of events for the Office of the President of the Kyrgyz Republic and its subdivisions;
4) Construction, reconstruction, repair, and maintenance of public roads;
5) Creation, increase, modernization of fixed assets, and development of economic sectors;
6) Conducting official events at the state level with the participation of the President of the Kyrgyz Republic and other high-ranking officials.
