According to the new provisions, the list of necessary documents that agricultural producers must submit to obtain subsidized seeds and state support has been clarified. The application is submitted to the district agricultural development office, where contact details must be provided.
Copies of identity documents and TIN (for individuals and individual entrepreneurs) must be attached to the application, as well as documents on state registration, the charter, and information about the manager (in the case of legal entities), and confirmation of land ownership.
It is important to note that if the documents can be obtained through the inter-agency electronic interaction system "Tunduk," their submission is not required from the applicant.
Clear deadlines for processing applications have been established. Within two working days, the district office must forward the documents to the district commission, which, in turn, is required to make a decision on inclusion in the list of recipients of subsidized seeds within five working days from the date of application submission.
Items 12, 18, and 28 have been excluded from the new procedure, and the requirements for seed production farms engaged in the production and sale of priority agricultural crops have been clarified. These farms must confirm the quality and quantity of seeds, as well as the absence of tax liabilities, insurance contributions, and budget loans. The responsibility for the accuracy of the provided data lies with the farm.
Furthermore, based on the decision of the district commission, a contract for the provision of state subsidy will be concluded between the seed production farm and the authorized body for seed certification and variety registration. The decision on the payment of the subsidy must be made by the head of the authorized state body within three working days after receiving all necessary documents.
This decree will come into force in 15 days.
