According to the updated version of the document, the project will be implemented by the company LLC "RCA Living" on land plots located on Termchikova Street in Bishkek.
The resolution states that the investor is allocated land plots with a total area of 53.5 hectares at 16 Termchikova Street, as well as additional plots with an area of 0.8 hectares.
The additional land plots are provided for a period of 49 years for temporary use.
Financial Obligations
According to subparagraph 1 of paragraph 2 of the resolution, LLC "RCA Living" must transfer to the budget of Bishkek:
- 67 million US dollars,
- 1 million 11 thousand 529 dollars and 58 cents.
This resolution will come into effect seven days after its official publication.
The document is signed by the Chairman of the Cabinet of Ministers of the Kyrgyz Republic A. Kasymaliev.
The changes were adopted on February 11, 2026, under number 87.

The company was registered on August 19, 2024, and is engaged in the construction of residential and commercial facilities.

Vice Mayor Azamat Kadyrov reported on January 29 about plans to build on the territory of the "Ak-Kula" racetrack, which has been leased for 49 years.
Earlier, the chairman of the permanent commission of the Bishkek City Council on municipal property and urban planning, Kazybek Ergeshov ("Yntymak"), noted that the mayor's office had not conducted a presentation of the development project for the racetrack area, although such a request had been received.
"Investors presented the project in a working order, but the final presentation has not yet taken place. They are celebrating the New Year and requested to hold the presentation after the New Year holidays. We did not know they were celebrating," added A. Kadyrov.
The project is expected to include:
- the construction of about 12-13 high-rise buildings (the number is not final),
- the creation of a park with an area of about 10 hectares with artificial water bodies,
- the laying of main roads to connect the east and west (continuation of Matyiev Street),
- the construction of two buildings over 50 floors — two business centers,
- the construction of three schools,
- the creation of a multi-level parking lot.
The park is also planned to include an amphitheater, which will be handed over to the municipality.
On November 27, 2024, a ceremony was held at the Bishkek mayor's office to sign an agreement with LLC "RCA Living" for the transfer of the territory of the former "Ak-Kula" racetrack.
According to the press service of the mayor's office, on July 8, 2024, a proposal was received from the companies ROX Group and TNG Global Foundation to purchase the property complex of the "Ak-Kula" racetrack, after which a local subsidiary was established — LLC "RCA Living."
According to the agreement, a payment to the city budget for the use of the land plot is provided in the amount of 5.8 billion soms for 49 years, as well as the construction of social facilities with subsequent free transfer to the municipal ownership of Bishkek in the amount of 3.5 billion soms.
