In the EAEU, the confirmation of goods' origin has been simplified

The Council of the Eurasian Economic Commission (EEC) has announced changes to the rules for confirming the origin of goods for importers within the EAEU. This information was provided by the EEC press service.

The adopted changes are aimed at modernizing documentation in accordance with the current conditions of foreign economic activity and improving the process of documentary confirmation of the origin of goods, taking into account the current law enforcement practices.

One significant innovation is the possibility of using certificates that were originally intended for obtaining tariff preferences to confirm the non-preferential origin of goods. This will be possible if the certificate was issued based on criteria confirming the depth of processing of goods that meets the non-preferential requirements of the Union. As a result, the volume of documentation required for customs clearance of certain goods imported into the EAEU territory will be reduced.

The Minister for Trade of the EEC, Andrey Slepnev, noted that this decision is aimed at simplifying the customs clearance process and reducing the number of documents required for import operations, especially for supplies from countries with which the Union has free trade agreements. He also emphasized that the new version of the rules will help reduce the complexities of confirming the non-preferential origin of goods imported into the customs territory of the EAEU.

In addition, according to the updated non-preferential rules, it is now allowed to indicate any destination country from among the EAEU states or the Union itself in the certificates of origin, regardless of where the final recipient of the goods is located. This will significantly simplify the documentation process if the consignee changes during transportation.
