EAEU Simplifies the Procedure for Confirming Non-Preferential Origin of Goods
One of the most significant innovations is the allowance for the use of certificates originally intended to confirm tariff preferences as proof of non-preferential origin of goods.
This option will be available in cases where the "preferential" certificate is issued based on criteria that confirm the depth of processing corresponding to the requirements of the Union's non-preferential norms.
The Minister for Trade of the EEC, Andrey Slepnev, noted that this decision is aimed at simplifying the customs clearance process and reducing the number of required documents when importing goods from countries with which the Union has free trade agreements.
According to the updated non-preferential rules, it is now possible to use certificates confirming the origin of goods, indicating any of the EAEU countries as the country of destination, regardless of the location of the final recipient in one of the five countries.
This innovation will significantly simplify customs clearance, especially in situations where the consignee changes during the delivery of goods from third countries to the EAEU.
