Grazing livestock on winter fields threatens confiscation, - Bakyt Torobaev

- During the plenary session of the Jogorku Kenesh, held on February 11, 2026, Deputy Dastan Bekeshev asked about the number of winter crops that had been sown and whether this volume was sufficient.

He was answered by the Deputy Prime Minister and Minister of Agriculture Bakyt Torobaev, who reported that autumn work had been carried out on an area of 257 thousand hectares.

He also added that in spring, processing is planned for 885 thousand hectares.

Bekeshev noted that caring for winter crops is complicated because during the winter period many farmers let their livestock out onto the fields, which leads to crop damage.

“Is this normal? People are not afraid of fines, as they amount to only 2-3 thousand soms. How should this problem be addressed?” he asked Torobaev.

In response, the minister stated that the government and the Ministry of Internal Affairs are already working on solving this issue.

“The first time a farmer faces a fine for grazing livestock in the fields, and the second time — confiscation of the animal,” he added.

During the meeting, information from the Ministry of Water Resources, Agriculture, and Processing Industry of the Kyrgyz Republic regarding preparations for spring fieldwork in 2026 was also discussed.
