Torobaev: Irrigation water will be released strictly according to the limit

On February 9, 2026, during a meeting of the Committee of the Jogorku Kenesh on agricultural policy, water resources, subsoil use, ecology, and environmental protection, Nulifar Alimjanova raised a question about how the new limits on irrigation water would affect the work of farmers.
The Deputy Prime Minister and Minister of Agriculture Bakyt Torobaev confirmed that irrigation water will now be supplied exclusively within the established limits.
Alimjanova expressed concern about numerous questions from farmers regarding the introduction of a tariff on irrigation water.
Torobaev noted that last year, before the introduction of the tariff and water consumption accounting, the Water Resources Service collected about 100 million soms annually. Now this amount has increased to 300 million soms.
According to him, the funds received will be directed towards cleaning water channels, maintaining irrigation infrastructure, and increasing the salaries of employees to 20,000 soms per month.
The deputy emphasized that the limits and new tariffs could negatively affect farmers' access to water, especially in arid regions, and lead to increased irrigation costs.
This issue was raised during the discussion of the draft resolution of the Jogorku Kenesh "On the progress of preparations for the spring field and economic works in the Kyrgyz Republic in 2026."
