The problem was that when shipping goods to Russia, exporters could not indicate the marketplace as the recipient for VAT payment. This affected the delays of goods at the border crossing points with Russia.
“The question arose: who will pay the import VAT on the territory of the Russian Federation? This was related to the intensification of the work of Russian authorities in combating shadow turnover and 'gray' schemes,” Nasirdinov explained.
In response to the emerging difficulties, the Ministry of Economy held a series of meetings with Russian representatives at the EEC platform, where various models of cargo transportation and the development of marketplaces were discussed. Representatives from both sides also participated in the meeting of the Eurasian Economic Commission Council, which took place on January 30, 2026, with the involvement of the first deputy prime ministers of the EAEU countries.
According to Kaniyet Nasirdinov, the Russian side confirmed its readiness to cooperate under a scheme that would allow Kyrgyz entrepreneurs to indicate the marketplace as the recipient of goods.
VAT will be paid only after the sale of the goods through the marketplace and their transfer to the buyer, while the marketplace will store the goods until the moment of sale.
Background of the issue
Since the fall of 2025, enterprises in the garment industry of Kyrgyzstan began to experience difficulties in exporting products to the Russian Federation.
This is related to the tightening of control procedures by Russian authorities when moving goods within the framework of the Eurasian Economic Union.
As a result, delays in cargo, including products from Kyrgyzstan, were recorded at some points, including the Kazakhstan-Russia border. Both goods that were supplied directly and those sold through marketplaces were subjected to additional checks.
To conduct a detailed analysis of the situation, a delegation from the Ministry of Economy was sent, and a coordination headquarters was established within the ministry.
By the end of 2025, unresolved issues remained regarding goods sold through the marketplaces Ozon and Wildberries concerning VAT administration. According to the Cabinet of Ministers, the issue with Ozon was resolved, while the one with Wildberries was nearing completion, considering the readiness of the marketplaces to act as tax agents.
