The problems of seamstresses arose due to uncertainty with VAT on Wildberries — Amangeldiev

The First Deputy Chairman of the Cabinet explained the reasons for the current situation in the textile industry at the Jogorku Kenesh.
At a meeting of the Jogorku Kenesh, Deputy Umbetaly Kydyraiev raised the issue of the crisis in Kyrgyzstan's textile industry, which, according to him, became particularly noticeable in the second half of 2025. He addressed Daniyar Amangeldiev, the First Deputy Chairman of the Cabinet of Ministers, asking why the government was unable to prevent this situation.
“We are losing the competitive struggle to Uzbekistan, despite having advantages within the EAEU, unlike Uzbekistan. How is it that, on our own turf, we are losing the largest market — Russia? Why were no decisive measures taken?” the deputy inquired.
In response, Amangeldiev stated that he does not believe that Kyrgyzstan has lost its positions in the textile industry.
“I do not see that we have missed opportunities or lost in this segment. The textile industry is divided into several directions: wholesale tailoring, individual tailoring, and production for markets. In individual tailoring, Kyrgyzstan has a significant advantage due to highly qualified specialists, and our Uzbek partners cannot compete in this segment,” he added.
Amangeldiev also noted that the main problems are related to working on the Wildberries platform.
“The problem arose due to uncertainty with the VAT payer on this electronic platform. Russian authorities have tightened control, as taxes were not being paid into the Russian budget — Wildberries was not a VAT payer. This created difficulties with the ‘Honest Sign’, customs procedures, and determining tax status,” he explained.
This issue was recently discussed at the Eurasian Economic Commission council.
“We raised this problem at the EEC council and practically resolved it. All nuances were discussed with our partner Wildberries,” the deputy head of the cabinet reported.
Additionally, Amangeldiev noted that to support tailors, the government offers preferential loans at 6%, and by the president's directive, two state banks have started issuing interest-free loans for enterprises in this sector.
