The Jogorku Kenesh reviewed and adopted in the first reading the draft law "On Geodesy, Cartography, and Spatial Data"
The presentation of the document was made by Jakshylyk Toktosunov, Deputy Director of the State Agency for Land Resources, Cadastre, Geodesy, and Cartography under the Cabinet of Ministers.
According to Toktosunov, the draft law is aimed at modernizing the legislation regulating geodetic and cartographic activities within the framework of the Program for the Creation and Development of the National Spatial Data Infrastructure.
The new version of the law provides for the updating of outdated norms and the clarification of key terms such as "spatial data," "geodetic basis," and "navigation systems." The law also establishes requirements for the creation, updating, and use of geodetic and cartographic materials, regulates work with GLONASS/GPS systems and other similar systems, and describes the procedure for accessing state geodetic data.
The main goal of the draft law is the digitalization of the geodesy and cartography sector, the creation of a unified spatial data base, the simplification of procedures for businesses and government agencies, as well as compliance with international standards, including the requirements of the EAEU and the UN in the field of spatial data infrastructure.
