According to Baigonchokov, for the first time, the budget will be formed without dividing it into city and district levels. “Previously, the process began with the formation of the city budget, and then moved to the district budgets; now we will have a unified budget for the entire city of Bishkek,” he emphasized.
However, separate plans will be developed for the four districts and two administrations. “For each district and administration, individual plans will be created, but expenditures will be carried out within the framework of the unified budget,” the deputy mayor added.
Moreover, Baigonchokov noted that one of the main advantages of this model is improved interaction with the tax service. “All plans are coordinated with the central office of the tax service and the Ministry of Finance, and only after that are they sent for implementation. On this basis, further work will be built,” he concluded.
