The Cabinet transferred 31 hectares of land to the Balıkçı city administration for municipal ownership.
The signing of the relevant order took place on January 22, 2026. Previously, this plot, with identification code 2-07-07-0010-1321, was state-owned and will now be transferred to the municipal balance through the State Agency for Management of State Property.
The Balakchy City Hall is recommended to complete the process of transferring the plot to municipal ownership, carry out its state re-registration, and use it exclusively for its intended purpose.
An important condition is the prohibition on transferring the land into private ownership, including sale, donation, or exchange, which may lead to the loss of municipal status.
Control over the implementation of this order is entrusted to the Department of Control over the Execution of Decisions of the President and the Cabinet of Ministers in the Presidential Administration.
This decision was made in accordance with the current land legislation and taking into account the consent of the Balakchy City Kenesh, issued earlier.

On consent to transfer the land plot of 31 hectares located in Ak-Chiy to municipal ownership
In response to the appeal of the Balakchy City Hall dated September 11, 2025 No. 01-13/6871 and the proposal of the deputy commission, the session of the Balakchy City Kenesh considered this issue.
The session decided:
To grant consent for the transfer to municipal ownership of the Balakchy City Hall of the land plot of 31 hectares, which is located in the southwestern part of the city on the Ak-Chiy site, contour No. 160, identification code: 2-07-07-0010-1321.
The Department of Municipal Property of the City Hall is tasked with preparing the necessary documents for the transfer of the specified plot and ensuring its state registration in accordance with current legislation.
The City Hall is also required to carry out work on the restoration and improvement of the lands and natural resources that were damaged during the relocation of the oil depot of Gazprom Neft Asia in Balakchy, to bring them to a condition suitable for intended use.
The relevant regulatory act must be sent to the regional justice department for inclusion in the State Register, as well as published in the media.
Control over the implementation of this resolution is entrusted to the permanent deputy commission, as well as to the mayor of Balakchy, B. Zhantaev.
