GNS: Navigation Seals Aimed at Legalizing Goods Circulation and Reducing Inspections
She noted that until 2027, the system will function as a registry of documents, including shipping documents, electronic invoices, as well as veterinary and phytosanitary certificates, if necessary for product certification.
“All documentation required for the export of goods will be integrated into the navigation seal,” Mambetova added.
However, she emphasized that it will not be possible to completely eliminate inspections, as each country must consider its national security. The EAEU states also have a risk management system in place, which implies selective control. Reasons for this may include discrepancies between the declared and actual weight of goods, insufficient documentation, or previous violations.
The system is generally aimed at reducing the number of control measures, the GNS representative emphasizes.
In addition, Mambetova reported that from December 1, 2025, to January 15, 2026, Kyrgyzstan, together with the Committee for State Revenues of the Ministry of Finance of Kazakhstan, conducted a pilot project for the implementation of navigation seals. Participation in this project was voluntary and free of charge.
During the pilot, the processes of affixing, removing, and tracking seals were tested. As Mambetova noted, this will help businesses prepare for the full launch of the system, which is scheduled for February 11.
