"Seedlings are smuggled into Kyrgyzstan without phytosanitary control, - deputy"

Deputy of the Jogorku Kenesh Mahabat Mavlyanova raised an important issue regarding the possible illegal import of seedlings into Kyrgyzstan at a meeting of the "Mekenchil" deputy group held on January 30, 2026. She expressed concern that some planting material may be entering the country illegally, which poses risks for the spread of pests and diseases.

“Seedlings that have not undergone phytosanitary control are being imported into our country illegally. How is control being carried out on your part?” — the deputy asked representatives of the Ministry of Agriculture.

Deputy Minister of Agriculture Zhanibek Kerimaliev responded that the ministry is taking measures to improve the situation in this area and is increasing the number of nurseries.
“Recently, we have increased the number of nurseries. Our phytosanitary inspection conducts checks at border posts, including control over the presence of certificates, as well as over disinfection and fumigation processes,” — he reported.

However, Mavlyanova added that the issue concerns not only planting material but also the circulation of chemical substances in the regions.
“Chemical substances are sold in the regions without appropriate certification. This requires control. Perhaps you do not have enough specialists in rural areas,” — the deputy noted, suggesting strengthening control at the level of local self-government.
