- On January 29, 2026, during a plenary session of the Jogorku Kenesh, Deputy Aysarkan Abdibaeva asked about the details of the $30 million loan provided by the OPEC Fund for International Development.

In response, Deputy Minister of Finance Nurbek Akzholov stated that the loan would be provided for 8 years, with a 4-year grace period, and the interest rate during this period would be 1%.

The deputy also inquired about the benefits the country would gain from the modernization of "Kyrgyzneftegaz." In response, Akzholov noted that according to the company's information, it would be able to cover 40% of its fuel import volume independently after the modernization is completed.

Akzholov added that for more accurate information, it would be advisable to contact the company directly.

This question was raised during the discussion of the draft Law "On Ratification of the Loan Agreement 'First Program for Sustainable and Inclusive Growth' between the Kyrgyz Republic and the OPEC Fund for International Development," signed on September 22, 2025, in Bishkek (the draft is submitted for a second reading).
