During the second reading of the bill concerning the ratification of the loan agreement, the deputies of the Jogorku Kenesh approved the document that was signed between Kyrgyzstan and the OPEC Fund for International Development on September 22, 2025. This bill includes the "First Program for Sustainable and Inclusive Growth."

According to the terms of the agreement, Kyrgyzstan will receive $30 million as grant budget support at an interest rate of 1.25% for a period of 20 years, with the first five years being a grace period.

Deputy Minister of Finance Nurbek Akzholov stated that these funds are intended for "Kyrgyzneftegaz" in the form of a budget loan for eight years at an interest rate of 1% per annum, of which four years are also a grace period. According to him, these investments will help the company modernize its production capacities and reduce dependence on imported petroleum products, which, in turn, will have a positive impact on the country's economy.
