The head of the Cabinet highlighted the key factors that contributed to this budget growth:
- Economic upturn: the country's gross domestic product (GDP) rose from 8.3 billion dollars to over 22.6 billion dollars;
- Tax administration efficiency: the revenues of the Tax Service increased from 78 billion soms to 304.3 billion soms;
- Growth in customs revenues: they increased sixfold — from 28.9 billion soms to 157.4 billion soms;
- Non-tax revenues: rose from 33 billion soms to approximately 189.4 billion soms;
- Service sector: its volume within GDP exceeded 1 trillion soms, with a growth rate of 10.9%;
- Data on Kumtor: from 2021 to 2025, the enterprise generated 5.115 billion dollars (about 400 billion soms), with 1.176 billion dollars (100.6 billion soms) going to the budget, and an additional 441 million dollars (38.2 billion soms) collected in dividends.
