It emphasizes that there are systemic problems in state regulation of business that negatively affect the development of entrepreneurship and create difficulties for the business environment, which also reduces trust from entrepreneurs and overall economic activity.
To improve the conditions for doing business, attract investments, and minimize excessive interference from government bodies in the affairs of entrepreneurs, it is proposed to introduce a moratorium on inspections conducted by law enforcement and other authorized bodies, until December 31, 2026. However, some inspections will remain possible:
- within the framework of criminal and civil cases;
- based on appeals from entrepreneurs that are subject to inspection in accordance with the legislation of the Kyrgyz Republic;
- at the requests of foreign government bodies;
- based on complaints from individuals and legal entities;
- based on publications in the media containing specific information about violations of legislative norms;
- at the requests of officials in case of identifying facts of violations of legislation;
- during customs control;
- by tax authorities.
If the decree is signed, the supervisory authorities during the moratorium will focus on monitoring and consulting entrepreneurs aimed at ensuring compliance with legislation and providing recommendations. Control will be carried out without conducting planned and unscheduled inspections.
Entrepreneurs will be required to assist in monitoring and consultations from government bodies by providing necessary information and documents solely within the framework of informational support.
The information provided during this period will not be a basis for inspections, imposing fines, or other sanctions.
