- On January 23, President Sadyr Japarov held a meeting with representatives of major construction companies.

The agenda included issues related to amendments to the Land Code, the purchase of leased plots, as well as new Gazprom standards for the gasification of multi-story buildings.

Previously, developers installed a single vertical gas pipe [gas pipeline - ed.] in apartments through the kitchen, raising it to the upper floors. Now, it is planned to lay gas pipes through the stairwells.

Gazprom noted to Tazabek that this approach is a common practice worldwide.

“This will ensure unobstructed access for gas service workers to the meters, simplify the process of reading the measurements and eliminating leaks, and help prevent gas theft,” explained the company representatives.

Previously, gas entered apartments through one vertical pipe, which caused issues with accurate accounting. In 2019, construction norms SN KR 42-01:2020 regarding the design of gas supply systems were initiated and adopted in 2021, approved by the State Agency for Architecture, Construction, and Housing and Communal Services under the Government of the KR. In accordance with these norms, new projects for multi-apartment buildings began to be developed, Gazprom clarified.

“In 2023, Gazprom Kyrgyzstan began to implement new technologies by installing gas meters with telemetry that automatically transmit readings. This will help solve existing problems. In the future, it may be possible to place meters both in stairwells and in apartments,” the company added.

Context of the situation:

According to the head of the Builders' Union of the KR, Cholponbek Akmatov, he previously expressed to Tazabek that it would be more reasonable to keep the old method of laying gas pipelines, as otherwise, separate pipes would need to be laid for 400 apartments in one building. Akmatov also noted that Gazprom has smart meters that can assist with reading measurements.

“We [developers - ed.] are asking the question: ‘What will this look like? In one stairwell, there are six apartments, and six pipes will be visible, which is unacceptable,’” Akmatov explained, pointing out the disagreements that have arisen.
