Why Bishkek Residents Received High Gas Bills and What New Meters Have to Do with It

The situation primarily affected those who use gas heating. The cause was a failure in the system in November, which resulted in the meter readings not being recorded. After the system was restored, users received bills that greatly surprised them.

Consumption Comparison: Numbers Increased

One social media user expressed confusion: "How could such a sum for gas arise in December when the temperature was higher than in November? I paid 8,000 soms for November."

Many others also faced similar issues. People could not understand why the bills for December were so high, as December was not colder than November, and the bills are usually about the same.

Another user added: "We were charged almost 900 cubic meters of gas for 20,000 soms, although our actual consumption was 96 cubic meters. When I called 'Gazprom,' I was told to take a photo of the meter and come in for a recalculation."

Users actively exchanged photos of their bills and sought solutions to the emerging problem.

The company "Gazprom Kyrgyzstan" issued an official statement confirming the information circulated on social media. The company explained that in October-November 2025, a malfunction in some telemetry gas meters hindered the correct transmission of readings, which led to incorrect billing for gas.

The message also noted that in December, the meters began transmitting data again, and the accumulated readings from previous months were taken into account. This led to unexpectedly high amounts in December bills for a number of subscribers, as they included actual consumption for two months.

What is a Telemetry Meter?

The problems were related to the new telemetry meters, which, as it turned out, are not without flaws. Bishkek residents, comparing them to electric meters, note that the system, although modern, still has its issues.

Since 2022, the "Bishkekgaz" branch has been implementing a project to install gas meters with thermal correction and telemetry. To date, more than 97,000 such meters have been installed. Previously, malfunctions in their operation were not recorded, and each device underwent appropriate verification.

The company "Gazprom Kyrgyzstan" assured that the meters were functioning properly; the malfunction only affected the data transmission system.

Company representatives added that the problem has been resolved, and all meters connected on the night of December 31 to January 1. Now the gas bills should be accurate, as the necessary measures have been taken.

But why did the new meters lead to an increase in gas consumption? The German-made Zenner meters are known for their high accuracy and durability, with a lifespan of over ten years. The first battery in them lasts six years, after which it needs to be replaced.

These meters have telemetry and thermal correction systems, allowing for more accurate gas consumption accounting. When gas compresses in winter, older devices could not adjust the data, leading to losses. The new meters account for gas temperature, making the data more precise.

The temperature to which the gas volume is adjusted complies with state standards and allows for mutual settlements with gas suppliers according to approved norms.

What to Do Next?

Now that the situation with the billing has been clarified, it is important to note that the bills are still high, and many did not expect such expenses in their budget. What should be done in this situation?

"Gazprom Kyrgyzstan" understands that the issues that arose may have caused inconvenience for consumers, so the company announced a temporary promotion to waive penalties. No penalties will be charged on debts incurred in October-November 2025 due to data transmission problems. However, it is important to remember that if the debt is not settled by the end of March, penalty charges will resume from April 1, 2026.
