According to him, villagers express dissatisfaction that access to these funds is available only to high-ranking officials, while ordinary citizens remain unsupported.
Sagynaev called for action to simplify access to these financial resources for ordinary people, emphasizing that the lack of loans negatively affects the development of rural areas, small businesses, and farming.

According to the Code of the Kyrgyz Republic on non-tax revenues, 2% of the revenue from the sale of mineral resources, excluding indirect taxes, is directed towards the development and maintenance of local infrastructure in the development funds of regions and districts, as well as in local budgets at the location of the deposits.
Funding for the funds also comes from resources allocated from the republican budget, which are accumulated in budget accounts.
According to the Model Regulation on Regional Development Funds, these funds are established to finance projects for the development and maintenance of local infrastructure, as well as to implement programs for the socio-economic development of regions.
