Deputy Chairman of the Cabinet of Ministers Bakyt Torobaev participated in a meeting of the Ministry of Energy's board, where the results of the department's work for 2025 were discussed.

The press service of the cabinet reported that during the meeting, Minister of Energy Talaybek Ibraev and his deputies presented reports on the activities in the energy sector, discussing current issues and future plans.

In his speech, Torobaev emphasized that the Ministry of Energy needs to address key tasks, such as ensuring stable electricity and heat supply for the population and the economy of the country, as well as eliminating the electricity deficit in the republic.

The economic situation in the country continues to improve, leading to a significant increase in electricity consumption. For example, while consumption was 15.4 billion kWh in 2020, by 2025 this figure had risen to 19.3 billion kWh, an increase of over 25% or more than 4 billion kWh.

During the discussion, it was noted that in recent years, the Toktogul, Uch-Kurgan, and At-Bashinsky hydropower plants have been modernized, and new small hydropower plants, such as Bala-Saruu, Kara-Kul, and Kok-Art, have been commissioned. However, despite these achievements, the pace of new capacity installation is not keeping up with the growing demand. In 2020, 15.3 billion kWh of electricity was produced, while in 2025, only about 15.4 billion kWh was produced. An additional obstacle is the reduction of water resources caused by climate change.

Regarding coal supply for the population and social facilities, the ministry has been instructed to form coal reserves in advance for the heating season and organize its delivery and distribution.

The construction of solar and wind power plants continues at a high level; however, such energy sources depend on weather conditions. Therefore, it is important to prepare calculations, balances, and reserve capacities in advance.

As a result of the meeting, it was emphasized that all the issues discussed—from generation development to water resource management and the integration of renewable sources—are directly related to the main task of the Ministry of Energy, namely ensuring reliable electricity and heat supply for the population and the economy. The ministry was given specific instructions.
