The audit revealed violations and ineffective spending in the Antimonopoly Service

According to the findings of the Accounts Chamber of the Kyrgyz Republic, the Antimonopoly Regulation Service committed a number of violations in the expenditure of budgetary funds. The main issues lie in the insufficient strengthening of the material and technical base, as well as violations in accounting, questionable bonus payments, and unjustified rental expenses.

The audit revealed that only 378.2 thousand soms were allocated for the development of the material and technical base in 2023, which constitutes just 1.33% of all expenditures. In 2024, the amount decreased to 410 thousand soms, which is less than one percent. Instead, a significant portion of the Development Fund's resources was directed towards bonuses and social payments, raising questions as some employees received bonuses multiple times a month.

During the audit, violations in accounting were also discovered. When writing off fixed assets amounting to 1.5 million soms, the necessary documentation was not prepared, and there were no acts for examination, disposal, and sale. Furthermore, violations were identified in the fuel procurement process, where certain procedures did not comply with the requirements of the legislation on public procurement.

The auditors highlighted a specific aspect related to the inefficient expenditure of 1.7 million soms on renting premises in the regions. They noted that the service did not attempt to obtain state property free of charge.

Based on the results of the audit, the Accounts Chamber prepared recommendations to address the identified shortcomings and improve the level of financial discipline.
