
According to information provided by Suyorkul Ashimzhan uulu, the chief specialist for forecasting, control, and monitoring of the financial market at the Financial Market Regulation and Supervision Service, the total amount of fines imposed on pawnshops in Kyrgyzstan in 2025 was approximately 1.5 million soms. This data was announced during a live broadcast of the program "Elden Sobol" on the Kabar agency.
Ashimzhan uulu noted that new rules were introduced on May 23, 2024, which required pawnshops to limit interest rates and prohibited them from sharing citizens' credit history information with third parties. Even if a client had delays in payments, such information remains confidential and cannot be disclosed. In particular, it is prohibited to share information with credit bureaus.
"If pawnshops set arbitrary interest rates or violate the rules, we conduct unscheduled inspections. During these inspections, violations are identified. If such violations are confirmed, measures of accountability are applied to the pawnshops according to the Code of Offenses, including the imposition of fines and the possibility of suspending their activities," he added.
Furthermore, in 2025, about 35 pawnshops lost their licenses, leading to the suspension of their activities. As part of the inspections conducted this year, 30-40 pawnshops were examined, resulting in fines and written directives being issued.
"Pawnshops submitted official reports within 30 days. All identified violations were rectified in accordance with the law. The maximum fine amounted to 310,000 soms, and the total amount of fines for 2025 reached approximately 1.5 million soms," he concluded.
