Solar power plant for $270 million, wastewater treatment facilities for $65 million, and a 22-kilometer bike path — how the Issyk-Kul region is developing

In 2025, numerous changes were made in the social and economic infrastructure of the Issyk-Kul region.

According to Zhaparbeks Ormonov, the head of the state district administration, in Cholpon-Ata, which is considered one of the key tourist centers of Kyrgyzstan, road repair work began with the onset of spring. The main street, Sovetskaya, which had long been a bumpy road, was completely renovated, and new asphalt was laid over a distance of one kilometer.



In addition to the main roads, internal roads in the city were also repaired, and new sidewalks for pedestrians were built. The streets leading to the lakeshore also received new asphalt, improving conditions for both local residents and tourists.

The construction of a bike path also became an important part of the infrastructure upgrade. According to Akim Ormonov, this project was one of the most successful for Cholpon-Ata. Athletes coming to train at Lake Issyk-Kul note that the changes in the region are significant — “the difference between the past and the present is enormous.”

Even in cold weather, one can see many cyclists and athletics enthusiasts. The bike path stretches for 22 kilometers, starting from Cholpon-Ata and ending in the village of Korumdu.

Zhaparbeks Ormonov also noted significant changes in the tourism sector. The municipal beaches in the district were tidied up, and unauthorized trading points were removed. In their place, free umbrellas, benches, children's playgrounds, and changing rooms were installed on the beaches of "Golden Sands," "Borbord," and "Keisar," significantly improving conditions for vacationers.



Important projects were also launched in the manufacturing sector, including the construction of a solar power plant in the village of Toru-Aigyr. This plant, with a capacity of 1900 MW, will become one of the largest in the region, with total project costs of 270 million dollars. Construction is actively underway, and the first phase is expected to be completed by the end of 2026.

Additionally, this year saw the start of construction of two brick manufacturing plants and a small hydroelectric power station, which is expected to positively impact the district's economy, according to the administration.

The housing situation is also beginning to improve. In Cholpon-Ata, a state mortgage housing project is being implemented, which includes the construction of 68 blocks on a 35-hectare site. The launch of the first houses is scheduled for June 2026.
The project envisions that the new neighborhood will include a clinic, a school for 1000 students, and three kindergartens for 240 children. Thus, an area that has long been abandoned will transform into a modern neighborhood in the next two years.



The social sector has also received attention. In the district, which includes 30 villages, schools and kindergartens were completely renovated in ten of them.

Environmental issues have also become a priority. In a region that annually receives millions of tourists, a modern wastewater treatment system is being built. The project, costing 65 million dollars, is financed by the Asian Development Bank.

According to the Akimat, the mentioned works are part of more than a hundred major projects implemented in the district in 2025. Ongoing work also includes the construction of FAPs, the installation of clean water in villages, and the asphalting of internal roads.

As of 2025, about two million tourists visited the Issyk-Kul district. The annual budget of the district amounted to 1 billion 800 million soms. The district administration assures that concrete plans have already been developed for 2026, and work on developing the tourism potential will continue.
