This decision was a result of the directive from the Cabinet of Ministers of the Kyrgyz Republic, adopted on November 21, 2025, under No. 1015-t.
The Bishkek City Hall was instructed to carry out the necessary actions in accordance with the resolution, including the registration of documents and their submission to the Ministry of Justice for inclusion in the State Register of Regulatory Legal Acts.
Control over the implementation of this decision has been assigned to the relevant commission of the Bishkek City Council, which deals with issues of municipal property, land matters, urban planning, and architecture, as well as to the mayor of Bishkek, Aibek Junushaliev.
Background of the Issue
According to the letter from the State Agency for Management of State Property dated October 17, 2025, No. 3594, the purpose of transferring this land plot to state ownership is to stimulate investment activity and support priority sectors of the economy and social sphere. This plot, located at: Bishkek, Tokombaev Street, No. 37/2, 37/6, 37/7, is planned to be transferred under an investment agreement between the Cabinet of Ministers of the KR and LLC "Rigel" for the implementation of a project to construct an administrative building for the needs of the State Border Service under the State Committee for National Security of the KR.
