New Online Shopping Rules in EAEU Countries Will Come into Effect on July 1, 2026
One of the key points is the establishment of a threshold for duty-free import at the level of 200 euros, which may be revised in the future. If the purchase cost exceeds this amount, the customs duty will be 5% of the total value, taking into account the applicable national VAT rates, but not less than one euro per kilogram. Special taxation conditions are provided for certain categories of goods, such as cars.
In addition, a list of goods that must be declared without simplification has been compiled in accordance with the amendments to the Customs Code of the EAEU. This list includes goods not related to personal needs, such as tanning beds, internal combustion engines, medical furniture, and gaming machines, as well as goods subject to a permit for import, including weapons and ammunition, hazardous waste, and others. The list also includes alcoholic beverages, tobacco products, cash, air and water vehicles, as well as their chassis.
The Minister for Trade of the EEC, Andrey Slepnev, emphasized that the decisions made complete the formation of the regulatory framework for the implementation of amendments to the Customs Code of the EAEU, which were approved by the heads of state of the Union in December 2023 and aimed at regulating issues of electronic commerce.
It is expected that the new rules will come into effect on July 1, 2026.
