The EEC changes the rules for importing goods from foreign marketplaces. This will also affect Kyrgyzstan.

Recent decisions by the EEC Council concern new conditions for the import of goods purchased by individuals on foreign marketplaces. The EEC's announcement states that when the established amount is exceeded, a customs duty of 5% of the purchase amount will be charged, but not less than one euro per kilogram. Special tariffs are provided for certain goods, such as cars.

Currently, if the order value exceeds 200 euros, a duty of 15% is also imposed, which is similar to international parcels. According to available data, this applies to all goods ordered by individuals from abroad.

The EEC has also approved a list of goods that must be declared without simplifications, in accordance with amendments to the Customs Code of the EAEU. This includes purchases not related to personal needs, such as tanning beds, engines, medical furniture, gambling machines, etc. The list also includes goods with special import procedures, such as weapons, ammunition, hazardous waste, and alcoholic beverages.

Andrey Slepynev, Minister for Trade of the EEC, noted that this package of decisions completes the creation of the necessary legal framework for the implementation of amendments to the Customs Code, which were adopted by the heads of state in December 2023 and relate to issues of electronic commerce.

The new electronic commerce regulations within the EAEU are expected to come into effect on July 1, 2026.
