The authorities of Tajikistan will independently check and train those wishing to work in Russia through organized recruitment, - 'Vedomosti'

Russia is preparing to ratify modifications to the agreement with Tajikistan regarding the organized recruitment of labor migrants from this country. The draft amendments has been approved by the government commission and will be submitted for official approval. This was reported by two sources from "Vedomosti," one of whom is close to the commission, while the other is from the White House.

If the bill is passed, it will allow for the transfer of mandatory medical examinations of migrants to the territory of Tajikistan, which will require the conclusion of a separate international agreement. In addition, photo shoots and fingerprinting of migrants will be conducted in the republic before their arrival in Russia.

According to the new document, the Ministry of Internal Affairs of Tajikistan will check candidates for their presence in international and interstate wanted lists, as well as for any unexpunged criminal records.

Furthermore, the Ministry of Labor, Migration and Employment of the Population of Tajikistan will take on the organization of training for candidates, including the study of the Russian language. The educational materials will be provided by the Russian side.

The Ministry of Labor of Tajikistan will also coordinate the conduct of exams for those wishing to find employment.

According to Kirill Kabanov, a member of the Human Rights Council, the implementation of these procedures on the territory of Tajikistan will significantly ease the burden on Russian migration centers and border points. He noted that it is necessary to maintain the possibility of re-checking citizens of Tajikistan.

The agreement on the organized recruitment of citizens of Tajikistan for temporary work in Russia came into force in the spring of 2019. The protocol for amendments was signed in October 2025 by the presidents of Russia and Tajikistan, Vladimir Putin and Emomali Rahmon.

During the signing, Putin noted that Russia is interested in attracting labor, but it must be "the labor that we need." He also added that it is important to ensure decent living conditions for workers and compliance with Russian laws, mentioning existing problems in this area.

According to the Ministry of Labor of Tajikistan, in 2025, more than 31,000 citizens of the country were sent to Russia as part of the organized recruitment.

Uzbekistan was the first country with which Russia signed an agreement on organized recruitment, which took place in 2017.
