The initiative to introduce this bill to the State Duma came from the government of Russia. As a result, amendments were made to Article 464 of the Criminal Procedure Code of the Russian Federation.
The innovations in the law expand the list of grounds for refusing the extradition of foreign citizens or stateless persons if they have served in the Armed Forces of the Russian Federation or other military formations, as well as participated in hostilities.
