- The head of the Ukrainian presidential office, Kyrylo Budanov, stated that a new round of trilateral negotiations may take place on February 26-27, although Russia and the USA have not yet confirmed these dates.
- Slovakia announced the suspension of electricity supplies to Ukraine. Earlier, Hungary and Slovakia threatened to halt supplies if Kyiv did not resume the operation of the Druzhba oil pipeline, which supplies them with oil from Russia.
- On the eve of the fourth anniversary of the war, the European Union failed to agree on the 20th package of sanctions against Russia, which is related to Hungary's dissatisfaction over the halt of oil pumping through Druzhba.
- On the night of February 24, Russian forces attacked Zaporizhzhia using drones, resulting in a fire. The head of the Zaporizhzhia regional administration, Ivan Fedorov, reported three injured, including a child, as well as damage to an apartment building.
- In Mykolaiv, an explosion occurred at an abandoned gas station on Monday, injuring seven police officers, two of whom are in serious condition.
- Later that same evening, an explosion occurred in the police department of Amur-Nizhnedneprovsk in Dnipro. The National Police of Ukraine reported that, according to preliminary data, no one was injured.
- The Dnipropetrovsk region was subjected to more than 40 attacks by Russian troops, resulting in one woman killed and another injured, according to local authorities.
- The governor of Russia's Bryansk region, Alexander Bogomaz, reported the death of one person as a result of a drone attack.
- As a result of a drone attack by the Ukrainian Armed Forces on a vehicle in Shebekino, Belgorod region, four people were injured, according to Governor Vyacheslav Gladkov.
- The Council of the European Union expanded sanctions against Russia, adding eight individuals to the blacklist responsible for serious human rights violations and the suppression of civil society, as well as undermining democracy in the country.
- The Polish counterintelligence detained a Belarusian suspect of spying on military facilities, also accused of illegal surveillance in Germany and Lithuania.
- Kaia Kallas, head of European diplomacy, announced the decision to limit the number of permanent representatives of Russia to the EU to 40 people.
