
The bill presented by the government proposes amendments to the federal law "On the Legal Status of Foreign Citizens in the Russian Federation."
Documents indicate that the children of labor migrants will be able to stay in Russia only for the duration of their parents' patent, and a fixed advance tax must be paid not only for the worker but also for each child.
Upon reaching the age of 18, such young people will either have to leave the country within 30 days or obtain legal grounds for their stay, including the possibility of applying for a patent.
It is important to note that the exit requirement will not apply to those foreign citizens who have other legal grounds for residing in Russia. This particularly applies to individuals with temporary residence permits, residence permits, as well as those who study or work under Russian legislation.
The explanatory note to the bill emphasizes that the changes are aimed at preventing cases of uncontrolled stay in the country by individuals who have already reached adulthood and are no longer dependents of foreign workers.
In addition, the bill introduces new conditions for obtaining a patent. In particular, it may not be issued if information about the foreign citizen is absent from state information systems or if their income is below the subsistence minimum for themselves and their family.
