The agreement, as stated in the explanatory note, will be an important step in the development of relations between Russia and Tajikistan. The document emphasizes that its implementation will not lead to negative socio-economic or financial consequences, including for entrepreneurs and economic activities, nor will it affect the implementation of state programs in Russia.

According to Vladimir Putin, there are currently more than one million citizens of Tajikistan living in Russia, which accounts for about 10% of the population of the republic. However, experts from RANEPA estimate this figure to be significantly higher — up to 3 million. Putin noted that migrants from Tajikistan are actively involved in construction, utilities, transportation, and logistics, making a "significant contribution" to the economy of Russia. He also emphasized the commitment to ensure decent working conditions and social protection for citizens of Tajikistan.

The Ministry of Health of the Russian Federation reported that medical examinations of labor migrants will be conducted at a special point of one of the medical organizations in Dushanbe. After their arrival in Russia, re-examination will not be required, as the authorized medical organization will be responsible for its actions in accordance with Russian legislation. Tajikistan will exempt this organization from customs duties, taxes, and fees on goods and services, and will not require a license for medical activities.

In addition, Tajikistan will provide organizations access to information systems and databases containing information on cases of HIV, hepatitis, tuberculosis, and sexually transmitted infections. This data will also include information on drug and psychotropic substance abuse.
