
At a meeting held on February 11, the Cabinet of Ministers decided to grant Ulaanbaatar permission to issue bonds worth ₮200 billion to finance the construction of the fifth thermal power plant (CHP-5) in the capital.
This project fully complies with the requirements of the Law on Public Debt and key strategic documents, including the Medium-Term Fiscal Policy, Economic Development Policy, Energy Development Plan, as well as the Feasibility Study and Environmental Impact Assessment.
The implementation of the project will take place in accordance with the Law on Public-Private Partnerships, using the "Design, Build, Operate and Transfer" model. This project is recognized as strategically important for creating a sustainable, reliable, and environmentally safe energy infrastructure in the country.
The launch of CHP-5 will ensure:
- stabilization of the capital's energy system;
- formation of a reliable energy supply source for the western administrative district;
- reduction of the load on existing thermal power plants;
- increased reliability and resilience of electrical networks.
Once the station is operational, it will provide electricity to approximately 100,000 households and thermal energy to more than 40,000 households.
During the construction of the project, it is planned to create 1,600 temporary jobs, and after the completion of construction, more than 370 permanent jobs.
