The American delegation, led by Special Envoy Steve Witkoff and former President Donald Trump's son-in-law Jared Kushner, has expressed support for holding the vote as soon as possible during recent meetings in Abu Dhabi and Miami.
Sources report that the U.S. administration expects Donald Trump to focus on domestic issues in light of the upcoming midterm elections in Congress in November, which may limit resources and time for advancing the peace agreement.
Two sources also mentioned the possibility of holding elections and a referendum in May; however, other interlocutors characterized this timeline as unrealistic. "The Americans are in a hurry," noted one of them, adding that even with active preparations, organizing the vote will take significant time.
From the Ukrainian side, there is insistence on a ceasefire during the voting to ensure the safety of the process. As sources emphasize, it is critically important for Kyiv to receive security guarantees from the U.S. and its partners before any agreements.
The second round of negotiations between Ukraine, Russia, and the U.S. took place in Abu Dhabi on February 4-5. The first meeting was held on January 23-24, and both discussions were conducted in a closed format.
