
According to information published by the Financial Times, Ukraine, together with European countries and the USA, has developed a strategy called a "multilevel response" in case of violations of ceasefire agreements by Russia. Sources familiar with the discussion process reported that negotiations on this plan took place in December and January.
The plan stipulates that any violations of the ceasefire by Russia will trigger retaliatory measures within 24 hours. As FT clarifies, these measures may include both diplomatic notifications and military actions by Ukraine.
If the conflicts do not cease, military contingents from the "coalition of willing" countries, which include states such as the United Kingdom, Norway, Iceland, Turkey, and many EU members, are expected to participate. In the event of continued aggression, retaliatory actions will be carried out within 72 hours after the first violation of the ceasefire, with the possibility of involving the armed forces of the USA in the operation.
Additionally, on January 23-24, the first trilateral negotiations regarding the resolution of the conflict in Ukraine took place in Abu Dhabi. During the meetings, issues related to territory, buffer zones, and control mechanisms were discussed. The USA characterized these negotiations as historic. Countries in the EU are considering the possibility of territorial concessions from Ukraine in exchange for security guarantees. The second round of negotiations is scheduled for February 4-5.
