The text of the Constitution of Kazakhstan will be rewritten by more than 80%, changes will be made to 77 articles.
In his speech, Nurmukhanov talked about the content of the updated draft Constitution, which includes a preamble, 11 sections, and 104 articles. This draft includes two new sections: "People's Council" and "Amendments and Additions to the Constitution." Four existing sections have been renamed. Thus, the amendments affected all sections of the Basic Law, which constitutes 84% of the total text of the Constitution.
According to the Deputy Chairman of the Constitutional Court, the proposed changes represent the "basis of constitutional matter in Kazakhstan," significantly altering the appearance of the Constitution and opening up opportunities for further institutional and structural transformations. In particular, emphasis is placed on strengthening guarantees for the protection of citizens' constitutional rights and freedoms, as well as on changes in the organization of a unified state power while maintaining the presidential form of government.
Key innovations include the introduction of a new model of a unicameral parliament, expanding opportunities for public participation in the management of state affairs, as well as increasing the effectiveness of human rights mechanisms and the work of the Constitutional Court to ensure the rule of law based on the Constitution.
