
In this concept, four key areas are highlighted concerning children's rights in the fields of safety, education, health, as well as social security and the right to family relations.
Suleimenova noted that the implementation of the concept will be assessed using 10 indicators and 158 activities, with a total budget of 1.3 trillion tenge.
In the area of "Safety," the expansion of the principle of "Law and Order" is planned, which will create a safe environment for the life, education, and development of every child. The "Taza Kazakhstan" campaign will also be used as a foundation for raising children.
Currently, there are 20 psychological assistance centers operating in the country, safety lessons are conducted in all schools, and a contact center 111 is in operation. As part of the new concept, it is proposed to introduce a psychologist hour in schools and open 40 rooms where children who have become victims of violence can receive help, the minister added.
Regarding the area of "The Right of the Child to Education," the focus is on creating equal conditions for all children to receive quality education. According to Suleimenova, the qualifications of teachers will be enhanced, and the educational programs will be updated.
A key element of the concept will be quality inclusive education. For children with special educational needs, a comprehensive set of measures is planned, including the expansion of the network of psychological-medical-pedagogical consultations and the development of correctional support centers. This will reduce the number of children studying at home due to health conditions and ensure their active participation in the educational process, the minister noted.
Licensing of organizations providing special psychological-pedagogical support is also planned.
The document pays special attention to the institution of the family, parental responsibility, and social support mechanisms. In particular, systemic measures are planned to strengthen the institution of the family and increase the responsibility of parents and foster families.
