In Uzbekistan, solar power plants will be introduced in 903 "heavy" mahallas and business loans will be increased to 140 trillion sums.
During a video conference meeting chaired by the President of Uzbekistan, Shavkat Mirziyoyev, significant measures were announced to support the so-called "difficult" districts and mahallas of the country. The President stated that small solar power plants with a capacity of 300 kilowatts will be established in each of the 903 mahallas, which will be transferred to local residents free of charge. These installations will generate economic assets, bringing in additional income of 400-500 million sums for each mahalla. The funds obtained are planned to be directed towards improving the living conditions of needy families, reducing electricity costs, and enhancing the quality of life. Additionally, similar measures will be implemented in another thousand mahallas with a high level of specialization.
To further stimulate the specialization of mahallas, new financial mechanisms are being introduced. In particular, 50% of the costs for purchasing certified seedlings for farmers and homeowners will be reimbursed from the state budget. Subsidies for trellises will range from 20,000 to 70,000 sums, and compensation for the implementation of drip irrigation will amount to 160,000 sums per hundred square meters.
In 2026, 140 trillion sums are planned to be allocated for the development of small and medium-sized businesses in the form of loans. Mirziyoyev emphasized that in 37 "difficult" districts, loans will be issued at a rate of 12% under the "Family Entrepreneurship" program. Within this program, the maximum amount of preferential loans will increase to 50 million sums, which is 1.5 times more than before.
For 563 mahallas located in border areas and enclaves, the loan amount for entrepreneurial projects will be increased to 1 billion sums. In addition to the already planned 3.6 trillion sums, an additional 2 trillion will be allocated. This year, banks plan to allocate a total of 17 trillion sums to deepen the specialization of mahallas.
Furthermore, 4,000 low-income families will be provided with 50 hundred square meters of land for 10 years, totaling 2,000 hectares of forest land for the creation of mulberry gardens. Each needy family will receive a subsidy of 4 million sums to organize sericulture cooperatives.
Additionally, 100 mahallas that demonstrate the best results in job creation and increasing household incomes will receive additional funding of 1 billion sums. The assistants to the khokim working in these mahallas will go on month-long training courses in countries such as China, Turkey, Korea, and Malaysia.
From this moment on, the appointment and dismissal of assistants to the khokim, women activists, and youth leaders will be carried out by the district khokim upon the recommendation of the mahalla chairman.
