Under the new decree, citizens will be allowed to be outside and in public places, including shopping and entertainment centers that serve as "points of invincibility" and heating stations, without the need for special permits. These locations must provide heating, autonomous power supply, and stable communication. The movement of personal vehicles will also be permitted.
Additional measures to ease the curfew rules will be determined by the emergency response headquarters and local authorities, which will also establish zones where relaxations will apply. Order and security in these regions will be monitored by security forces and the military, the Prime Minister noted.
