In Kazakhstan, more than 2,000 people were released under amnesty

According to the information from the Ministry of Internal Affairs' Criminal Execution Service, nearly 16,000 petitions were reviewed during the process. The agency also examined the cases of convicted individuals who were on probation, which resulted in the release of approximately 2,900 people and the shortening of sentences for about 7,600 convicted individuals.

The amnesty primarily affected the most vulnerable groups of citizens: women with children, elderly people, pregnant women, minors, and individuals with disabilities. All released individuals were placed on individual records with the police and are under the supervision of probation services.

It is important to note that the amnesty only applied to those convicted of minor and medium severity crimes. Individuals convicted of serious violent crimes, terrorist acts, and corruption are not included in this amnesty.

In the summer of 2025, the President of Kazakhstan, Kassym-Jomart Tokayev, signed the law "On Amnesty in Connection with the Thirtieth Anniversary of the Constitution of the Republic of Kazakhstan." The main goal of this law is to change criminal policy based on the principles of humanism and is timed to coincide with the anniversary of the Constitution. The government hopes that this initiative will help reduce the number of prisoners in correctional facilities.
