Murat Borombay Kalmyrza, a resident of Bishkek, shared his experience with car towing on social media, questioning the work of the relevant services.

According to him, his car was towed from the corner of Moskovskaya Street and Erkindik Boulevard. He insists that he left the vehicle in a designated parking area, but later noticed a no-parking sign installed in that zone. At the same time, as the man points out, other cars continued to be parked there.

After he noticed his car was missing, he had to search for its location himself. First, he called service 102, and then he contacted the State Traffic Safety Inspectorate (GUOBDD), where he could not get a precise answer and only heard assumptions about possible parking locations. Ultimately, he found his car at the impound lot at the corner of Lev Tolstoy and Logvinenko Streets.

There, he faced a line of 10-15 people, and the waiting time was about an hour. The paperwork process took place in a small room with two inspectors present.

Murat Borombay Kalmyrza expressed particular dissatisfaction with the payment system for towing services. He reported that he paid 1,600 soms for the towing service, but the payment was made to a private individual. He emphasized that he did not sign any contracts or order the towing, which he considers an imposition of service.

"The tow truck provides services to the state, not to me. Why should I pay a private individual?" the man questioned.

Additionally, after the towing, he noticed unusual sounds when turning, and now he plans to check the technical condition of the car. In this regard, the Bishkek resident wonders who should be held responsible for possible damage — state authorities or the private tow truck operator?
He also noted that when paying for the parking, he was asked for cash without a receipt being issued, and the amount was stated arbitrarily.
In his address, he criticizes the necessity of towing, suggesting instead to impose fines without seizing the vehicle or blocking the wheels. The man points out the discrepancy between statements about digitalization and the real practice, where paper protocols are still used and transparent procedures are absent.
Murat urged lawmakers to pay attention to this issue, noting that thousands of drivers face similar situations.
His post sparked a lively discussion on social media, where users debate the legality of towing, the transparency of payments, and the need to reform the system.
