In the Alaï district of the Osh region, in the city of Gulcha, a project for the construction of a dam is being discussed, as reported by Mayor Nursultan Tajibaev.

“The key issue remains the unfinished dam on the banks of the Gulcha River. In the village of Yr-Kese, behind the stadium and market, a section of the dam measuring 1 kilometer and 760 meters is still incomplete. This project was approved by the World Bank at the initiative of the Ministry of Emergency Situations of the Kyrgyz Republic. Currently, the design is complete, and we intend to select a contractor in the coming months, with plans to start work this summer,” he stated.

There is also a possibility of creating a bypass road along the top of the dam to prevent heavy trucks from Karakuldja from entering the city. If this project is not implemented, there are plans to arrange an alley or a recreation area on the dam.

The city’s water supply system also requires attention. Previously, water was sourced from underground wells; however, in 2024, water supply was established from a distance of 38 kilometers thanks to the NGO “Center As-Safa.” The reservoir currently has sufficient supplies, but the internal water supply networks, built in 1983, are heavily worn and lead to significant water losses,” Tajibaev emphasized.

According to him, the normative consumption is 60 liters per person, but the actual volume reaches 210 liters, with 70% of the water being lost.

To address this issue, a complete replacement of the water supply networks with a total length of 55 kilometers is planned, which will be carried out alongside the modernization of the sewage system.

“Residents of the city have connected water supply to their homes, installed toilets and showers, but many still discharge wastewater into the ground through septic tanks. This leads to a rise in groundwater levels, and in some areas, cases of water surfacing at depths of half a meter to one meter have already been recorded. The lower parts of the city are gradually becoming marshy. If the drainage system is not improved and water is not diverted outside the city, the situation will worsen. Without necessary measures, in 10 years Gulcha may face the threat of turning into a swamp,” noted Nursultan Tajibaev.
