The ministry commented on the call from Deputy Dastan Bekeshev to stop the forced involvement of budget employees in cleaning.
The Ministry of Education stated that they had not issued any instructions to send teachers to community clean-ups. This response came in reaction to the proposal from Deputy Dastan Bekeshev of the Jogorku Kenesh to stop the forced involvement of budget employees in cleaning the territory.
The agency emphasized that such practices are unacceptable.
However, the ministry noted that local self-government bodies sometimes abuse this practice, forcing teachers to participate in community clean-ups and other similar events.
Dastan Bekeshev expressed the opinion that the forced involvement of budget employees for cleaning should be stopped.
“If this were effective, Kyrgyzstan would have been thriving a long time ago,” he noted.
In his opinion, maintaining cleanliness should be a systematic process, and the responsibility for litter should lie with the offenders, not the employees of budget organizations.
It is worth noting that local authorities annually declare months of improvement, usually in spring and autumn, when both budget employees and private companies are involved in cleaning.
At the same time, each region has beautification services funded by the budget and taxes.
Last year, a scandal occurred in Tokmak related to the construction of a new park, when local residents expressed dissatisfaction with the pace and quality of work. As a result, the city's mayor was removed from office, and the representative of the Chui region was tasked with addressing the shortcomings as soon as possible. To this end, hundreds of workers from city services, enterprises, and educational institutions were mobilized. No official comments regarding the forced involvement of citizens were received.
